New "Anti-Social Road Use" Offence

We propose creating a new blanket offence of “Anti-Social Road Use” to cover a number of separate actions that undermine communal road use and/or directly and needlessly constrict traffic flow, some of which are already offences, some not.

The purpose is to penalise actions such as parking to block driveways and pavements, creating hazards for people with disabilities, blocking roads without a permit, breaching noise levels (especially at night), aggressive and careless cycling, dangerous road use by pedestrians, repeated failure to indicate on turns, and excessively slow driving.

Monitoring and issuance of penalties for such behaviour could be based on in-person observation by police, or through use of CCTV or mobile phone footage.

The intentions is that this would reduce incidences of these behaviours, as well as congestion and road rage, by making road users consider their impact on others at all times.
