Taxation & Spending
Shifting the burden of taxes to those who can better afford it:
Fairly redistribute tax burden; create a National Wealth Fund; reform VAT, IHT, Council Tax, Income Tax & NI; rebalance tax collection & spend towards local control.


Underlying Principles:
Financially favoured individuals have benefited from a stable and protected UK environment; many of their benefits will have been gained through and protected by the infrastructure, security and society maintained by successive governments. As such these individuals have a greater obligation to help support the maintenance of this environment and society. Accordingly, tax should be collected most from those best able to afford it, and spent in ways that will most benefit wider society.
Paying taxes is a moral responsibility, as is the requirement for the government to spend it wisely and fairly, and in accordance with the electorate's reasonable expectations (i.e. based on the governing party's published promises and principles).
Expenditure should never be for short-term “political reasons”, the priority should always be the medium- and long-term future impact.
Expenditure must always be based on transparent motivations and transactions, with reference to public perception as well as Parliamentary scrutiny.
Local taxes should be ring-fenced for local services and provision, and national taxes for national ones.
Taxes should be based primarily on profit, income and expenditure, not on illiquid assets such as land, shares or property.
Shift in the balance of national and locally collected taxes in favour of local areas.

Reduce tax loopholes for individuals and businesses.
Re-assess basis for Council Tax collection with an underlying flat charge to cover services and an additional charge based on total household income, wealth and number of occupants. No discount for second home owners.
